Secondary education is a crucial transition phase in a student's academic life. At this stage, expenditures on books, uniforms, private tuitions, reference guides, and board exam preparations increase significantly. Due to this financial burden, many families from poor and underprivileged backgrounds drop out of school after Class 8 or pull their children out mid-term.
To reduce this drop-out ratio, maintain student retention at the secondary level, and provide financial encouragement, the Department of Social Justice and Empowerment along with the Tribal Development Department of the Government of Gujarat has implemented the Pre-Matric Scholarship Scheme for Std 9 & 10.
Below is the detailed information regarding the eligibility criteria, rules, scholarship amount structure based on different categories, and the online application process.
2.1 Core Objective and Social Approach
The fundamental principle of this scheme is to ensure that the right to education is not confined to the primary level, but that children from every stratum of society get equal opportunities at the secondary level.
Financial Autonomy: Students do not have to depend entirely on their parents for educational expenses like stationery, uniforms, laboratory fees, or other miscellaneous costs.
Foundation for Higher Education: A strong foundation in Classes 9 and 10 is essential for students to progress toward Classes 11-12, college, or technical courses.
Equality: Ensuring that no bright student falls behind in education due to economic disparities.
2.2 Beneficiary Categories and Eligibility Criteria
Under this scheme, all students who are permanent residents of Gujarat and belong to underprivileged, disadvantaged, or economically weaker sections are covered:
Scheduled Caste (SC): All eligible students studying in Classes 9 and 10 within this category.
Scheduled Tribe (ST): Children belonging to tribal communities living in remote or forested regions (like Dangs, Panchmahal, Valsad) as well as urban areas.
Socially and Educationally Backward Class (SEBC / OBC): Children from various communities listed under the Bakshipanch and socially backward groups.
Nomadic and De-notified Tribes (NTDNT): Children from specific communities leading a nomadic or semi-nomadic lifestyle who are being integrated into mainstream education.
Economically Weaker Sections (EWS): Students from the unreserved (General) category whose families face weak financial conditions.
Minority Communities: Needy students belonging to government-recognized minority communities (Muslim, Jain, Christian, Sikh, Buddhist, and Parsi).
2.3 Annual Income Limit Regulations
To ensure that the scholarship benefits reach genuinely needy families, the government has set category-wise annual income limits:
SC and ST Categories: According to the regulations of the Government of India and the Government of Gujarat, the annual income limit for students of these categories is generally set up to ₹2,50,000 (Two Lakh Fifty Thousand Rupees). In certain central schemes for government schools, exemptions on this limit are also provided.
OBC / SEBC / NTDNT Categories: The annual family income limit for students of this segment must generally be between ₹1,00,000 and ₹1,50,000.
EWS and Other General Categories: For the economically weaker sections, a maximum income limit of up to ₹2,50,000 is considered valid, depending on the specific type of sub-scheme.
Important Note: The income certificate must be issued only by an authorized official of the Government of Gujarat (Mamlatdar, Taluka Development Officer - TDO, or e-Dhara Center) and must be valid for the current financial year.
2.4 Academic Rules and Conditions
Belonging to an eligible category alone is not sufficient; a student must remain academically active to maintain the scholarship:
Regular Attendance: The student must be enrolled as a regular student in a government or grant-in-aid (government-recognized) school, and maintaining a minimum attendance of 75% is mandatory.
Passing Marks: The student must have passed the previous class (i.e., Class 8 for Class 9 students, and Class 9 for Class 10 students) with at least 40% to 50% marks.
Fails or Repeaters: If a student fails the current year or does not get promoted to the next class, they will not be eligible for the scholarship for that specific year. A student studying in the same class for a second time cannot avail of this scheme.
2.5 Scholarship Structure and Amount
The assistance provided to Class 9 and 10 students is primarily divided into two classifications: Day Scholar and Hosteller. This financial aid is disbursed annually, ranging from ₹3,000 to ₹10,000 or more (depending on the category and special sub-schemes).
A) Day Scholar Students
Students who commute daily to school from their homes or live nearby:
They receive a fixed annual maintenance allowance.
Generally, this amount ranges between ₹3,000 and ₹4,500.
Additionally, an ad-hoc academic grant for purchasing books and stationery is included in this amount.
B) Hosteller Students
Students who stay away from home in government-approved hostels, Ashram Shalas, or granted hostels to pursue their studies:
Since their lodging and boarding expenses are higher, they receive a higher rate of scholarship.
Hosteller students are eligible to receive between ₹6,000 and ₹10,000 or more annually.
It is mandatory to attach a certificate signed by the Hostel Warden along with the application form.
C) Special Allowance for Differently-Abled Students
If a student is differently-abled (Physically Handicapped) and studying in Class 9 or 10, they are provided additional financial aid such as a reader allowance, transport allowance, or escort allowance over and above the regular scholarship.
2.6 Digital Gujarat Portal and DBT Process
The complete management of this scholarship is handled online through the official Digital Gujarat Portal. To ensure absolute transparency and eliminate intermediaries, the government utilizes the Direct Benefit Transfer (DBT) system. Under this system, the approved scholarship amount is directly credited to the student's bank account.
Crucial Warning - Aadhaar Bank Linking (Aadhaar Seeding): As per the updated guidelines, it is mandatory for the student's bank account to be active and mapped with their identity card via NPCI. If the bank account is not properly linked with their verified profile, the scholarship transaction will fail.
2.7 Documents Checklist for Online Application
While filling out the online form, the following documents must be uploaded clearly scanned:
Student's Identification Card: Valid identity card issued by the government.
Caste Certificate: A digital caste certificate issued by a competent authority (for SC/ST/SEBC).
Income Certificate: Current financial year certificate from a Mamlatdar or TDO.
Bank Passbook: A copy of the first page of the bank passbook in the student's name or a cancelled cheque (clearly showing the name, account number, and IFSC code).
Previous Year Mark Sheet: Original mark sheet of passing Class 8 or Class 9.
